Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are delivered from various governments. Significant resources is allocated on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
After-Dark Attacks
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability provided through current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by Western partners.
Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every firing shakes the surroundings, causing tremors. The brief panic quickly transforms into grim resignation: possibly the approaching threat won't hit its mark this time, preventing destruction from ruin and further power outages.
Continuous Dangers
Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a defensive team – most likely Western-made equipment. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its objective.
Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, damage and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – living the war. But those 24 hours illustrated Ukraine's critical military reliance on international aid – a reliance that regional partners are demonstrably unable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from Washington unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, endure.
Strategic Calculations
It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the entire situation. US administration functions according to a principle understood by international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is unrealistic to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while acknowledging this situation, US leadership does minimal to discourage Russia, through statements or actions, from believing that the current condition will not change more in its advantage in the coming year.
Opposing Positions
Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding civilians and areas but averting a entire defensive failure until circumstances change in its advantage.
Current Realities
Objectively, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any plan Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These opposing factors are driving the talks.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
